The Diocese of Harrisburg celebrates and promotes the gifts of people with disabilities who help weave the unique tapestry known as the Catholic Church. Through the Office of Ministry with People with Disabilities, the diocese is committed to working toward full participation of people with disabilities and their families in all aspects of the life of the Church.
Mrs. Ginny Duncan has been the director of the Office of Ministry with People with Disabilities since it was established by Bishop Kevin C. Rhoades in August, 2007. She holds masters degrees in Speech/Language Pathology and Counseling and has extensive experience in working with persons with disabilities throughout Pennsylvania.

People with disabilities are not looking for pity. They seek to serve the community and to enjoy their full baptismal rights as members of the Church. Our interaction with them can and should be an affirmation of our faith. There can be no separate Church for people with disabilities. We are one flock that serves a single shepherd.”
